The good sollution for skill gain was simple, i dont know why you didnt do it.
There wasnt a problem with ROT, there as an issue with the ROT CAPS for pvp related skills.
If you had changed only the caps for pvp related skills, like doubling it like you did some time along the way, that'd have been a good change.

I agree that UO benefits from an exclusive crafter market. Thief system desperately needs to be reworked to foster some RPing in that niche. Detectives, paladins, and reds are all good for RPing, and need to be fixed as well.
It is a sad state that people think all of the non-craft skill gain should be increased, but it is a realistic one. I know a number of people that don't finish their characters or don't stick around because skill gain is "too hard/slow." I also believe unfinished characters is detrimental to pvp...

Depending on how you look at it, you were probably 6-7 months too late. I'd probably argue its even longer than that amount, since some of us were making threads about it back in August 2011 and even earlier, but to give you the benefit of the doubt:

7+ months is a LONG time for people to see absolutely nothing done; by the time you finally got around to increasing skill gain, people had already lost faith and were pretty much long gone and disillusioned to the point where they wouldn't come back even if it was fixed eventually. Fixing skill gain when it was asked for wouldn't have solved everything but it would have helped a LOT and at least instilled some faith. Saying changing skill gain "did nothing to the numbers" is like saying "when the Titantic started sinking, I tried really hard to keep it afloat!" when it should have been "sorry, I didn't see that iceberg looming in front of us for months on end".
While most pvp skills are easier, resist and magery certainly are not once you get to 90+.
There were 4-6 players that wanted to come from other servers to pvp with us, but as a few people have already said, the unsuccessful attempt in making skill gain easier was too little too late. None of them are interested anymore as pvp is entirely dead. And even if they were, it's still a massive grind for the most important pvp skills.

Yeah that pretty much sums it up for me.
I became disillusioned with the slow pace of development. Then what things were being released weren't hardly any of the awesome features promised yet not implemented. Staff kept assuring us those things were coming but little or none of it has manifested. Then I began loosing faith that these things would ever come to be.
Heard the skill gain was increased and power hour instituted... meh... then I heard 2.5 is going to be awesome. So I fired up my macros again hoping to finish off some skills before 2.5 comes. After several days of macroing through power hours + a few more hours a day... .3 in magery... .1 in resist... at this pace I won't be GM for weeks... months? On UOSA it takes about a week to get a finished character so it's not like you just [set skill but it doesn't take months either. I have several friends who love UO and would totally play again.... I tell them about how awesome IPY is and they are interested.... first question out of their mouth "How long does it take to macro up a char?" I tell them a month... well to date NONE of them even gave it a shot.
The only things IPY has to offer are the new, amazing, features the developers came up with.... otherwise its the same damn map with the same damn dungeons filled with the same freak'n mobs we've all killed a bazillion times.... it's the same damn stuff we've all crafted a quadrillion times... That's why I came here because the new ideas implemented and those promised are AWESOME! However it feels unfinished... most of us have done everything that there is to offer here right now... so what's next?
2.5 better be amazing or I'm completely done with IPY.
How to foster the RP (or any) community? Some great ideas in this thread... tons of great ideas were purposed months ago.... very, very few of them were even acknowledged as good ideas and only a small sub-set of those were implemented. That was the time to listen to the community and it's sub-communities... but most of them are gone now.

I'm bored with IPY and I've given up on waiting for any of it.... 2.5 better be amazing or I'm done here. It may sound like I'm being all threatening and pissy; that's not the point... I'm being very blunt about how I feel.
