1. Term limits for Kings! If that seems paradoxical to you, just think of it as a constitutional monarchy. This isn't directed against any player who is or has been king, I just personally prefer the ability to have fresh blood pumped into the system regularly to see what changes we'll have. I feel it would make things more interesting. How to go and successfully implement that? I admit I don't know, but there are plenty of more tech savy people around that could chime in
2. Customized housing or regular contests where players can submit designs for houses that are then available in-game.
3. The instanced dungeons originally planned for IPY
4. Players actively promoting IPY on other forums and UO freeshard ranking systems, etc to help boost the population.
5. I wouldn't mind see Champ Spawns added
I can't think of anything else at the moment since I'm tired from getting off work, but there are some other things I can't remember at the moment
I'd like to see any updates, changes, and/or patches of any kind go through, at least announce something....

Some ideas I like and agree with:
1. Temporary stat loss for murderers when anyone kills them (24-48 hours, 10% loss, stacks on repeated death)
2. Revamping of the Paladin system to encourage murderers to fight them instead of just running away. Killing a Paladin removes your current temporary stat loss debuffs. Earn murderer points to buy cool murderer stuff, like perhaps an item that sets off paladin orbs as if a murder happened, so they can then setup a trap, wait and ambush the paladins when they show up. Other items specially for use when fighting paladins, but most importantly removal of permanent stat loss and gold payment on death by pally. The system should encourage paladins to hunt murderers and murderers to hunt paladins imo. Currently it just encourages murderers to hunt defenseless newbs (like myself).
3. For encouraging new players to come and keep playing, perhaps one or two safe areas to build skills. Cove level 1, and Despise level 1 for example. Murderers combing those areas really are just looking for extremely easy kills imo. I personally am fine with being a newb and dying to murderers in these areas a few times while im skilling up and learning the game, but I know a lot of people will get really discouraged when they get repeatedly ganked by players they have no way to contend with. A truly new player is even going to have a hard time contending with other newbs in a fight... I know a lot of players want hardcore old school pvp, but the face of the game and gamers has changed over the years. When UO was brand new, we were all newbs so the system worked fairly well, but that is no longer the case imo.
4. This might just be my newb point of view, but magery feels really overpowered in the current state of the game. I honestly see no reason at all to play as a dexxer for PvE espeecially. Even in PvP it feels like Magery is best unless you are an extremely well equipped and well prepared dexxer. Aka, carrying tons of pots for every situation imaginable, DPed weapons, halb / heavy xbow / bow, power / vanq weapons and decent armor seem to be pretty much a must have to be pvp viable as a dexxer. But as a mage all you need is a death robe and a bag of regs and you've got pretty good odds in your favor. Examples: was killing blood elementals with two different friends over the weekend, both were mages. With one of these guys, I tanked the blood while he healed me, and blasted with spells. This felt bordline dangerous as my health dipped close to zero several times. With another person, he kept two blade spirits going constantly and recast if the blood ele dispelled or killed one. I sat back pelting him with arrows. This worked much better and felt like there was zero risk involved. I would love to be able to... do more damage or something at least, but even if I poison my weps, the blood ele will just insta cure himself everytime. I would love if tanking him was viable, but even in high AC armor he has big damage spikes on me that I can't handle without someone keeping a close eye on my heals. Why not just let blade spirits tank him? It's more efficient, safer, and less costly on regs. It's not that I want BS and summoning removed or anything like that, but it would be nice to feel like there was a use for my character in these situations. The only option I have is to reskill med warror and cast BS also... Not an easy "problem" to solve I know, but something to think about. The only thing I can think of (off the top of my head) is to make player inflicted poisons uncurable (PvE at least, in PvP this would be pretty OP), perhaps even have the cure chance based on the inflicting players poison skill, encouraging me to actually adopt the poison skill on my dexxer instead of an alt. 80.0 poison skill means PvE creature cures will have a 20.0% chance to be cured? This way even if I'm not tanking a mob, I can actually do some damage to them... and make them waste casts on cure instead of dps / dispells.
5. [Edit] Oh yeah, one thing I forgot, an in game friends list with the abliity to send people messages. I would love this personally.

OCB:
Fix OCB treasury bugs.
Reduce Treasury theft % to 20% of funds in treasury.
Let Kings set the OCB time for their town.
Expand Militia rewards & things OCB crafters can do.
Apply Town Bonus in addition to PvP Bonus from conquered towns.
Make Exiles who are in OCB Militias no longer grey in a town during OCB hours, and for 15 minutes before & after the battle to reduce blue interference.
Kings:
Consolidate Resource & Crafting Town Bonuses into a singular "Merchant Bonus".
Consolidate Adventurer & Fame Town Bonuses into a singular "Adventurer Bonus".
Allow Kings to spend Treasury Money to purchase temporary bonuses such as 50% additional damage vs Undead, Reduced damage from Monsters, etc.
Give Town Treasury a duplicated % of all gold & resources farmed by it's citizens, accessible by the King.
Increase Disbursement to 40% to Militia/Citizens, and Reduce Disbursement to King to 5%.
PvM:
End-game PvM to include Champ Spawns, but without the +5/10/15/20 skill scrolls of old... those are bad bad bad.
Introduce improved AI monsters with extra gold drops.
Introduce Pet Bonding and Pack Instincts, with bonded Dragons taking up 4 control slots so they are an option but not OP in PvP. Also reduce the minimum taming skill back to the traditional 93.9 to improve control which is currently terrible on the big pegs.
Increase frequency of Slayer weapon drops.
Introduce PvM achievements, and add pet-summon type rewards along with them.
Justice System:
Require Paladins to have a Holy Orb in their backpack in order to apply the Statloss effect upon killing a murderer.
Allow Short-Term counts to decay offline.
Do not allow Long Term Murder counts to decay offline.
If a Detective has GM Tracking and a clue from a murderer in their clue book, increase Tracking Range by a multiple of 10 for that target.
Require a minimum of 50 Tracking to have a chance of tracking players. Have a minimum of 80 Tracking to be able to track someone with Hiding/Stealth.
Make it so ghosts can only see players within a 2 screen radius of their corpse. Once their corpse has decayed, they can no longer see anyone except NPC wandering healers.
Create "Short-Term Count-Free" zones around Orc Forts, Brigand Forts, Swamps and Graveyards (except Brit GY) where only Long-Term counts (no short term counts!) are applied so that evil RP guilds (which are good for the server) such as Orcs, Undead, Savages and Brigands can establish themselves without being decimated by Paladins.
Eliminate the boom-box "creative use of game mechanics". If a murderer has taken over 50 damage from a paladin and they die to a boom box, make them take stat.
