It has come to attention that many have been tying flour bags around the heads of the orc population with the intent of humiliation and often suffocation. This must stop immediately.
Recently, the flour mills of Yew and Trinsic have been burned to the ground in what is suspected to be orc retaliation.
Food is being rationed to make up for the loss, and Skara Brae and Britain have helped by sending their surplus, but it would be naive to say that famine will not spread if any more mills are lost.
Due to the seriousness of the situation, effective immediately hunters are banned from carrying flour bags at anytime. Any found with a flour bag will be delivered to a nearby orc war band to experience their justice system.
