Error: Shadow Boat Paint Kit

My Shadow boat paint kit (10 charges) now reads 1 Charge and has never been used. Does this have to do with the 2/15 patch changes?

Yes. You can buy a single charge or a 10 charge pack. It sounds like he bought a 10 charge pack but only got a single charge.
